Comprehensive Plan Review Process

Date Process June 2007 Florida Department of Community Affairs (DCA) issues Objections Recommendations and Comments (ORC) report to Martin County Board of County Commissioners (BCC). DCA had no comments or objections to the text amendment that created the policy allowing the donation of land in exchange for converting a portion of the Secondary Urban Services District (SUSD) to Primary Urban Services District (PUSD). DCA objects to land use amendment due to concerns regarding adequate water supply and wastewater treatment capacity. Requests additional information from the local utility provider (i.e. South Martin Regional Utility) to document adequate capacity. July 2007 Letter submitted to BCC (pdf) responding to the ORC report and requesting that staff move the request to the next year’s set of Comprehensive Plan amendments (CPA) to provide sufficient time to resolve wastewater treatment capacity issues. August 7, 2007 BCC votes to move the proposed CPA to next year’s amendment cycle (2008). October, 2007 Submission of additional information to Martin County to address water supply and wastewater treatment capacity issues. January 2008 Staff prepares updated report and recommendation for Local Planning Agency (LPA) public hearing. February 2008 LPA conducts public hearing to re-evaluate CPA application. May 2008 BCC conducts public hearing to transmit CPA to DCA. September 2008 DCA issues ORC report. December 2008 BCC final adoption hearing.

Planned Unit Development (PUD) Review Process

Date Process February 26, 2007 PUD application submitted to Martin County. June 26, 2007 Received first staff report (pdf). June – Oct. 2007 Evaluation of water, wastewater and traffic issues. October, 2007 Resubmit additional information in support of PUD application. January 2008 Receive revised staff report. February 2008 Submit final plans for Phase 1. June 2008 Receive final staff report and recommendation. September 2008 LPA public hearing. December 2008 BCC public hearing - final adoption. January 2009 Donation of Property. March 2009 Construction begins. January 2010 Home sales begin. 2015 Community completed.
